From First Call to FPPC Approval in 13 Days: Supporting California’s First Public Hydrogen Authority
13 days. From first call to FPPC approval.
That’s how long it took to launch a fully compliant Form 700 filing system for the First Public Hydrogen Authority (FPH2)—a newly formed Joint Power Authority (a multi-county special district), launched in late 2024 and based in Lancaster, California.
As a Joint Powers Authority (JPA), FPH2 is uniquely positioned to bridge the gap between hydrogen producers and public/private consumers, fostering a transparent, affordable, and sustainable hydrogen economy.
As an agency building operations from the ground up, FPH2 had immediate requirements:
· Stand up Form 700 filing and onboard all filers
· Get FPPC approval
· Be ready for public use
The reality most agencies deal with
If you’ve worked with a legacy filing system, you’ve probably seen this:
· Long, unpredictable implementation timelines
· Outdated interfaces that frustrate filers
· “Customizations” that are slow and expensive
· Accessibility treated as an afterthought
That model is getting harder—and riskier—to justify.
What we delivered—in 13 days
We partnered with FPH2 to go from zero to fully operational in under two weeks:
· A live, Form 700 system certified by the California Fair Political Practices Commission (FPPC).
· Fully customized branding (logo, colors, email templates)
· Mobile-friendly, browser-based experience
· Designed to align with WCAG 2.2 AA accessibility guidelines.
· A system their team could confidently use on day one, without the need for lengthy training
The system is now live: https://fph2.efile.systems
This also marks a milestone: FPH2 is the first JPA to onboard on eFile.
Why this worked
This wasn’t a shortcut—it’s how the eFile platform is built.
eFile is designed to be intuitive from the start, guiding filers step-by-step through Form 700 in a modern, user-friendly interface.
It’s mobile-first and browser-based, so filers can complete disclosures anywhere—helping agencies improve compliance without adding friction.
It’s fully customizable, allowing each agency’s system to reflect their identity and workflows without lengthy development cycles.
And critically, it’s built with accessibility and security in mind, including WCAG alignment and SOC 2 Type II certification.
Let’s be honest—this is a replacement story
Most agencies we talk to aren’t starting from scratch.
They’re dealing with systems that:
· Are clunky and have an outdated user experience
· Don’t work well on mobile
· Require workarounds for basic tasks
· Aren’t ready for modern accessibility requirements
If that sounds familiar, it may be time to rethink your current solution.
A new standard
FPH2 is a forward-looking agency tackling complex, regional challenges. Their technology needed to match that pace—and now it does.
13 days isn’t just fast. It’s proof that government software can be modern, flexible, and actually easy to use. Take a look: https://fph2.efile.systems
